Superintendent

Dr. Gary Willow was selected to serve as the Superintendent of Washington County Public Schools (WCPS) beginning in July of 2026.

Dr. Willow has more than 20 years of experience in public education, and previously worked in the classroom as a Social Studies teacher, school administrator, and district leader. Before becoming superintendent, he served as Deputy Superintendent, where he provided leadership in curriculum and instruction, special education, student services, school improvement, and other key areas supporting student achievement. 

Throughout his leadership in WCPS, Dr. Willow has worked to strengthen teaching and learning across the district. He has supported the adoption of more rigorous and consistent curriculum in core academic areas, the use of high-quality instructional materials, and school improvement practices that help ensure students have strong academic opportunities. He also helped expand learning and career pathways for students by growing Career and Technical Education programs, dual enrollment opportunities through Hagerstown Community College, and other initiatives that prepare students for college, careers, and other postsecondary pursuits.

Prior to serving in district leadership, Dr. Willow was principal of Smithsburg High School and Boonsboro Middle School. He joined WCPS in 2008 as an administrative intern after beginning his career as a high school Social Studies teacher in Baltimore County Public Schools. As principal of Boonsboro Middle School, he led the school to become the highest-ranked middle school in Maryland on the Maryland Report Card. As principal of Smithsburg High School, he supported improvements in student achievement and expanded Career and Technical Education opportunities.

Dr. Willow holds a Bachelor of Science degree in Education from Shippensburg University, a Master of Science degree in Human Development from Towson University, and a Doctor of Education degree in Education Administration from Frostburg State University. He holds Maryland State Advanced Professional Certificates as Superintendent I/II, Administrator I/II, and Social Studies 7–12.

As superintendent, Dr. Willow remains focused on building strong relationships and collaborating with students, staff, families, and the community to support student progress and to enhance the greater Washington County area.
