On June 17, 2025, the Washington County Board of Education (“Board”) approved the first reading of proposed changes to:

• Policy KD – “Opportunity for Public Comment at Board Business Meetings, Town Meetings, and Public Hearings and the Procedures Governing Such Proceedings”
   
• Policy IMDA – “Silent Meditation”
   
• Policy IKE – “Promotion, Acceleration, and Retention of Students”
   
• Administrative Regulation BEE-R(1) – “Rules of Procedures in Appeals and Hearings – Section 7-305(C)(4)” and Exhibit BEE-E(1) – “Appeal Information Form”
   
• Administrative Regulation BEE-R(2) – “Rules of Procedure for Hearings – Section 6-202(A)(2)” and Exhibit BEE-E(2) – “Hearing Information Form”
   
• Administrative Regulation BEE-R(3) – “Rules and Procedure in Appeals and Hearings – Section 4-205(C)(3)” and Exhibit BEE-E(3) – “Appeal Information Form”

The Board’s Policy Committee (“Committee”) is seeking comments from the community at this time on the proposed changes to the policies, administrative regulations, and exhibits which are attached.  You may submit your comments electronically or by U.S. mail on or before July 3, 2025, to the Board of Education at boe@wcps.k12.md.us or Washington County Board of Education, 10435 Downsville Pike, Hagerstown, Maryland 21740.
